Where in the San Francisco Bay Area can a low-income disabled person get assistance for a service dog?

The person is chronically depressed and his/her doctor mandated an "emotional support animal". Economic assitance (covering associated costs) is needed for the care of a service dog (ie. food provisions, vet care, training as a companion dog, grooming, etc.).
