Learn Mandarin Chinese
HOW LONG DOES IT TAKE TO LEARN MANDARIN CHINESE?
I can practice one hour a day.
I have mastered pinyin (writing, and pronunciation) and am starting on grammar.
How long will it take me?

& I'm on a tight budget, so I HAVE to teach myself. To listen to other mandarin speakers, I go on YouTube.
That depends purely on the time you input. Since you are self learner you need several methods simultaneously.
I suggest one formal course (Assimil is good)
Something with audio (Pimsleur is good, Micheal Thomas also worth to listen to)
Something to read ("Chinese Breeze" readers are best and at RMB15/Book incl. MP3 CD a real steal!)
At the same time watch some Chinese TV, or hear Chinese online radio. Check if your famous cartoon is available in Chinese too.
Do you know 海绵宝宝 (or in trad. 海綿寶寶 = hǎi mián bǎo bǎo)? No? It's Spongebob....

Most importantly, have fun. No fun = no learning.
I would say if you really try hard every day 1-3 hours, I would say in 3 month you can manage a lot of Chinese content.
