I have a problem with a teacher PLEASE HELP?

I am a 9th grader living in the state of Tennessee, and my Advanced World History is terrible. She is very unorganized. I have been wainting for 7 weeks to take a quiz that I missed when I was on an excused absence from the principal. I have video on my cell phone of there being books, pens, pencils, etc. being throwm and other students getting kicked the bad part is this is going on while she is IN THE ROOM. Our classes is an hour and a half she may only teach for maybe 35 minutes if we are lucky, because the class will get out of hand. She doesn't give detenions because she doesn't want to stay afterschool. She has also NEVER wrote anyone up. Probably, only four other students and myself are actually trying to learn, BUT I AM BASICALLY BEING DENIED THAT. What can I do? Is she breaking the No Child Left Behind Act? PLEASE HELP

actually i can help you im in the same situation and im gonna tell you what i do ok, someone once told me a teacher has the right to teach and a student has the right to learn it is what you want to do in my case i want to learn something i would take it to the principal or another teacher or counsler someone at the school that you know cares about eduacation cause obviously your teacher doesnt or even the board of education can help and show them what you have talk to them tell them what you want to learn and you may not realize it but teachers can tell which students want to learn and which ones dont and their most likely to help the ones who want to learn and listen rather than those who dont and or wont ok so people might get mad at you but hey those people arent going to conclude YOUR future its either learn now or ? who knows when ? im in a class with ALL girls can you say drama they dont want to be there I DO so what if they hate me oh well ill be successfull and them? probably not so what they want to beat me up hahaa go for it cause in the end ill still be in school and they wont ill learn and they wont ill be there and they WONT well i hope you get my drift here and i hope i helped
